'Unrelenting New Orleans special education problems alleged in new court filings' - New filings in a major special education lawsuit allege that New Orleans schools still struggle to educate students with disabilities almost three years after the start of the case and almost eight years into a nationally unprecedented decentralization of the city's school system.
After Hurricane Katrina, the state took control of the city's low-performing schools and began systematically turning them into largely independent charter schools under the Recovery School District. Many of the remaining Orleans Parish School Board schools became charters as well. There are no neighborhood defaults: Children can choose any school in the city.
But the Southern Poverty Law Center says that promise of choice for all families continues to be a sham because students with disabilities can attend only schools that can serve them adequately -- and many don't.

CLASSES ARE WEEKS AWAY FROM THE START OF THE SCHOOL YEAR... BUT SOME PARENTS STILL DO NOT HAVE A PLACE TO SEND THEIR CHILDREN. THEY SAY A NEW SYSTEM DESIGNED TO MAKE ENROLLMENT EASIER IS MORE OF A HASSLE. WDSU REPORTER CASEY FERRAND IS LIVE IN STUDIO WITH MORE ON THEIR FRUSTRATIONS. SOME PARENTS HAVE BEEN TOLD THERE ARE NO SPACES AVAILABLE AT THE SCHOOLS THEY WANT TO SEND THEIR CHILDREN ... OTHERS ARE BEING ASSIGNED TO SCHOOLS CLEAR ACROSS TOWN. PARENTS SAY THEIR PATIENCE IS WEARING THIN. At this point they can send her to any school. I just need a school. i just need to start buying uniforms. FRUSTRATIONS ARE GROWING FOR ROBIN HAYWOOD... AS SHE SEARCHES FOR A PLACE TO ENROLL HER 3RD GRADE DAUGHTER. it's a delay and you don't know where your kid is going and then they'll still be marked absent they'll still have those days that they've missed from school. HAYWOOD SAYS SHE USED THE ONE APP ONLINE RESGISTRATION SYSTEM TO APPLY IN EARLY JULY. AFTER VISITING THE FAMILY RESOURCE CENTER AT OSBORNE ELEMENTARY... SHE WAS TOLD TO EXPECT A LETTER IN THE MAIL LAST WEEK... SHE HASN'T RECEIVED ONE. and they said if you haven't received a letter, your child was placed on a waiting list because the schools were full. this school full too, every school you ask them about they're full SHANTELL FIELDS'S THRID GRADER WAS ACCEPTED AT A RENEW CHARTER SCHOOL... BUT IT'S NOWHERE NEAR HER HOME. my oldest daughter, I stay in the east, they got her going all the way across st. charles to go to school. that is too far that is out her district. I don't want her going all the way uptown. if i stay in the east why she can't go in the east? SHE BEGAN APPLYING IN JANUARY AND AFTER REPEATED TRIPS TO THE FAMILY RESOURCE CENTER ... SHE HASN'T BEEN ABLE TO CHANGE THE SCHOOL ASSIGNMENT. I've been doing this!. so that's why I don't understand why my children not in a school that I picked for them already. RECOVERY SCHOOL DISTRICT OFFICIALS SAY BECAUSE THERE ARE NO LONGER ATTENDANCE ZONES, FAMILIES NOW HAVE ACCESS TO SCHOOLS THROUGHOUT THE CITY. ONEAPP ASKS FAMILIES TO RANK THE SCHOOLS THEY WANT TO ATTEND IN ORDER OF PREFERENCE. THE ENROLLMENT PROCESS HONORS A FAMILY'S CHOICE FIRST AND STRIVES TO PLACE ALL STUDENTS AT ONE OF THEIR TOP-CHOICE SCHOOLS. IF THEY DON'T GET IN THERE... PLACEMENT WILL BE DETERMINED BY LOTTERY. IN THE LOTTERY PROCESS, SOME APPLICANTS, LIKE SIBLINGS OF CURRENT STUDENTS, MAY RECEIVE PRIORITY. OFFICALS SAY THE LAST ROUND OF SCHOOL NOTIFICATIONS BEGAN LAST WEEK AND LETTERS ARE ON THEIR WAY TO FAMILIES. CAMILLE? FAMILIES THAT HAVE YET TO RECEIVE A LETTER CAN EMAIL ONE- APP-@ R-S-D-L-A-DOT-NET OR VISIT A FAMILY RESOURCE CENTER FOR HELP.

"ACT 3" PASSED IN THE 2012 LEGISLATIVE SESSION--AND THE PILOT BEGAN THIS YEAR... CURRENTLY EARLY EDUCATION IS FRAGMENTED -- SO "ACT 3" WILL TRY TO BRING THEM ALL UNDER A UNIFORM STANDARD. WDSU ANCHOR SULA KIM EXPLAINS HOW THE PROGRAM WILL AFFECT YOUR CHILD'S PRE-K OR EARLY EDUCATION PROGRAMS. 1:45:31 we are on board with this we are excited about this 1:45:36 KRISTI GIVENS, DIRECTOR OF "KIDS OF EXCELLENCE " ATTENDED THE FIRST PILOT MEETING FOR "ACT 3". HER CENTER WAS PICKED TO PARTICIPATE, ALONG WITH SEVERAL OTHER PUBLICLY FUNDED EARLY EDUCATION PROGRAMS LIKE "HEAD START" AND PRE-K 1:48:06 so they're asking us what do we feel what do we need 1:48:10 RIGHT NOW IN LOUISIANA, EARLY EDUCATION IS A FRAGMENTED SYSTEM, WITH DIFFERENT GUIDELINES. ACT 3 AIMS TO BRING THEM ALL UNDER ONE UMBRELLA...WITH A COMMON STANDARD,SO KIDS ARE ON THE SAME PAGE WHEN THEY ENTER KINDERGARTEN. ONE WAY "ACT 3" PLANS TO RAISE THE BAR IS THROUGH LETTER GRADE ASSESSMENTS. HERE'S HOW... ONE: TEACHERS WILL OBSERVE THE CHILD OVER A PERIOD OF TIME, AND ANALYZE THEIR GROWTH. AND TWO: A THIRD PARTY WOULD COME IN AND OBSERVE TEACHER-CHILD INTERACTION. BASED ON THE DATA GATHERED, A LETTER GRADE WOULD BE ISSUED. BUT HOW THAT GRADE WILL BE COMPUTED--HAS NOT BEEN DECIDED YET. 1:56:26 we hope the state will be wise in the way we create the grade in other words not just what's A, B, and C, but what will create that A 1:56:43 there needs to be other components that are computed in making that grade MELANIE BRONFIN IS WITH THE POLICY INSTITUTE AND A STRONG ADVOCATE OF EARLY EDUCATION. SHE SAYS OTHER FACTORS SHOULD BE CONSIDERED INTO THE ASSESSMENT, LIKE STUDENT TEACHER RATIOS. AND SHE FEELS TEACHER DEVELOPMENT IS CRITICAL IF THIS PLAN IS TO SUCCEED. 1:57:53 it's not just about do we have masters level teachers, do we even have teachers who have any understanding of child development who can then use these assessments to improve quality THOSE ARE ALL QUESTIONS STILL BEING ANSWERED. STATE EDUCATION LEADERS ARE IN THE PROCESS OF COMING UP WITH THE BEST FRAMEWORK, BUT A FEW PARTS ARE STILL UNDETERMINED. 1:59:19 our fear is if we implement too quickly without appropriate funding and infrastructure and support then we won't be able to achieve the outcomes we want to achieve BRONFIN APPLAUDS THE VISION OF ACT 3....SHE JUST HOPE THE GRADING SYSTEM WILL BE FAIR ...AND TEACHERS ARE GIVEN THE RIGHT TOOLS FOR SUPPORT. ON YOUR SIDE SULA KIM WDSU NEWS. THERE WILL MORE MEETINGS UNTIL "ACT 3" OFFICIALLY LAUNCHES DURING THE 2015-2016 SCHOOL YEAR. THE STATE HAS GIVEN 350 THOUSAND DOLLARS IN GRANT MONEY FOR THE PILOT PROGRAM. AND PRE-K PROGRAMS IN 15 PARISHES PARTICIPATED IN THE MEETINGS INCLUDING ORLEANS, AND ST. TAMMANY PARISH.

A national strike for a living wage and the right to unionize in the fast-food and retail sectors has spread across seven cities. Hundreds of workers walked off the job Thursday in Milwaukee, and before that in Chicago, St. Louis, Kansas City, Detroit, Flint and New York City. "What else do we have to lose? We are already slowly dying in our day-to-day lives," says our guest Terrance Wise, who works at both Burger King and Pizza Hut and is a member of the Stand Up Kansas City campaign. "So why not speak up, and stand up, and let the nation know that we are suffering? This is really a cry for help. This great nation should not turn its back on working-class people that need help." We also speak with Josh Eidelson, who covers labor issues for The Nation and is also a contributing writer for Salon.com. His latest article is "Fast Food Strikes Intensify in Seven Cities."

PENG Shuilin is 78cms high. He was born in Hunan Province , China .

Peng Shuilin has opened his own bargain supermarket,
called the Half Man-Half Price Store.
The inspirational 37-year-old has become a businessman
and is used as a role model for other amputees.
At just 2ft 7ins tall, he moves around in a wheelchair giving lectures on recovery from disability.
His attitude is amazing, he doesn't complain.
"He had good care, but his secret is cheerfulness. Nothing ever gets him down."

Temple Grandin "Ingenious Minds"
In 2010, Temple Grandin was named one of the 100 most influential people in the world by Time Magazine. She has changed how the 70 billion dollar beef industry treats animals, and she's changing the way people think about autism.
Despite some of the social challenges autism presents, Grandin is an author, a professor of Animal Science, and the designer of cattle feedlot systems that have won praise from animal rights groups.
Temple is also a leading advocate for autism studies and volunteers for cutting-edge research to see how autistic brains differ from neurotypical brains. Researchers at the Carnegie Mellon Center for Cognitive Brain Imaging use an MRI protocol known as Diffusion Spectrum Imaging, or DSI, to track the trillions of connections inside Temple's brain.
